A 311 complaint is routed to whichever agency handles that condition, most often HPD for housing conditions and DOB for construction or structural ones. The agency decides whether to inspect. The complaint itself is not a violation, but it is frequently the first step toward one.
311 is a front door, not an agency
The city’s 311 service takes the report and routes it. What happens next depends entirely on which agency receives it and what that agency does with complaints of that type.
A heat complaint goes to HPD and is taken seriously during heat season. An illegal construction complaint goes to DOB. A noise complaint about construction may go somewhere else again. The same building can have complaints sitting with three agencies at once, each on its own timetable.
The 311 record stays visible through the process, which is why it is worth watching even when the substantive record will eventually live with the agency.
Reading the status
- Open or In Progress
- The agency has it. An inspection may be scheduled or may already have been attempted.
- Closed
- The agency has finished with the complaint. This says nothing about the outcome on its own — it can mean a violation was issued, that nothing was found, or that nobody could gain access.
- The resolution description
- The part actually worth reading. It is where the agency says what happened, and it distinguishes the three very different outcomes that all show as "closed".
The window this gives you
Between a complaint being filed and an inspector arriving there is usually time. For an owner that window is the most valuable thing in the whole compliance process: a condition corrected before the inspection is a condition that never becomes a violation, never carries a correction deadline, and never needs certifying.
Most owners never use that window, because nobody tells them a complaint exists. The complaint is published; the notification is the missing piece.

Can I respond to a 311 complaint directly?
Not to the complaint itself. You respond by addressing the condition and, if an inspection follows, by giving access. The record is a report, not a correspondence channel.
How quickly does an inspector come?
It varies by agency and by condition type. Heat complaints during heat season are among the fastest; others can take considerably longer.
Do 311 complaints show up when someone searches my building?
Yes. 311 service requests are public and searchable, and the data is republished on NYC Open Data. A pattern of complaints is visible to anyone who looks, including buyers.
