Petroleum bulk storage: the state registration most owners forget

Petroleum bulk storage registration is a New York State requirement administered by the Department of Environmental Conservation, covering facilities storing petroleum above a threshold. Registrations expire and must be renewed. Because it is a state programme, it does not appear in any city violation search.
Why this one gets missed
Everything else an owner checks is a city system. PBS is administered by New York State, so a building can be entirely clean across HPD, DOB, OATH and 311 and still have a lapsed state registration for its fuel oil tank.
Nothing in the city systems will tell you. The registration simply expires, and the consequence arrives later — commonly during a sale, when a buyer’s environmental consultant looks at the state database and finds an expired registration on a tank that is still in the ground.
Buildings with oil-fired heating are the typical case. Many have had tanks for decades, through several owners, and the registration obligation travels with the facility rather than with whoever remembers it.
What the record shows
- Facility and programme number
- Identifies the registered facility at that address and its site status.
- Registration expiration date
- The date that matters. Renewal is the owner’s responsibility and is not automatic.
- Each registered tank
- Tank number, location, status, capacity, type, what is stored in it, and installation or closure dates. A tank recorded as in service that was actually removed is a discrepancy worth correcting before somebody else finds it.
Common questions
Does my building need PBS registration?
It depends on the aggregate storage capacity at the facility and the type of storage. NYSDEC publishes the thresholds. Buildings with oil-fired heating are the common case in New York City.
How often does registration have to be renewed?
Registrations carry an expiration date and must be renewed before it. Check the current requirement with NYSDEC rather than relying on a remembered interval.
Will a city violation search show a PBS problem?
No. This is a state programme. It is one of the few property compliance obligations that no city system covers at all.
